TAIEX expert mission in RAPUS

TAIEX - "Technical Assistance and Information Exchange" expert mission of the European Commission on the importance of the cost accounting and cost allocation in the postal sector took place last week in Belgrade. The mission was lead by Mr. Martin Balzer from the German Federal Network Agency, BnetzA.
The purpose of this event was to highlight the importance of cost distribution and separate cost accounting, for a more efficient regulatory decision making.
During the TAIEX expert mission, Mr. Balzer concluded that the Ordinance on the Methodology of the Universal postal service price formation published by the Republic Agency for Postal Services is in line with the requirements of the EU Directives and the best European practice. However, in the current Law on Postal Services, there is no connection between the cost allocation, as a substantial database on one hand, and the price regulation, network access and redefinition of the UPS scope, as tools necessary for the process of the regulatory decision-making, on the other. The TAIEX participants noted that in the new postal law, such connection should be made.
The meetings were attended by the representatives of the Ministry of Foreign and Internal Trade and Telecommunications of the Republic of Serbia, representatives of RAPUS, as well as postal NRAs from Bosnia and Herzegovina and Montenegro.
