Competences



Competences of RATEL are the following:

  1. to determine general terms and conditions for the performance of postal services, quality standards in the field of postal activities and control their application;
  2. to determine the limits as per weight and price for reserved postal services, in accordance with the Government's approval;
  3. to determine the period of time for the exclusive performance of reserved postal services;
  4. to approve Special Terms and Conditions for the provision of postal services;
  5. to prescribe more detailed terms and conditions for the issuance of license to postal operators;
  6. to issue and revoke licences to the postal operators for the provision of universal postal service;
  7. to grant and revoke authorizations to the postal operators for the provision of non-reserved postal services;
  8. to keep record of permits granted to postal operators;
  9. to determine the amount of compensation to be paid for license issuance, as well as the annual amount of the compensation for the provision of postal services, and to set deadlines for the settlement of due payments;
  10. to observe whether postal operators comply with the requirements contained in the issued licenses, i.e. authorizations, whereas in case of breach of these requirements or provisions of this Law, to take appropriate measures within its competence;
  11. to determine tariff categories of the universal postal service;
  12. to establish price formation methodology for universal postal service;
  13. to take actions in order to improve competition on the market of postal services;
  14. to monitor postal operators’ activities, in accordance with the customers’ complaints;
  15. to keep up with the developments in the field of postal services;
  16. to collect information, create and maintain databases of importance to the postal services industry and publish data on a regular basis;
  17. to make international contacts in the field of postal regulation, unless otherwise provided for by Law;
  18. to ensure transparency of its operations;
  19. to make the Rules of Procedures on its activities;
  20. to carry out other activities prescribed by Law.

 

Postal activities in the Republic of Serbia are governed by the followinf legal acts:

  • Law on Postal Services („Official Gazette of the RS“, No. 18/05);
  • Law on the Ratification of UPU Acts („Official Gazette of the RS“, No. 42/09);
  • Basis for the elaboration of the Strategy for the development of postal services in the Republic of Serbia („Official Gazette of the RS“, No. 92/07);
  • Strategy for the development of postal services in the Republic of Serbia („Official Gazette of the RS“, No. 23/08);
  • Decision on the appointment of the Members of RAPUS Board of Directors („Official Gazette of the RS“, No. 88/09);
  • Rules on the conditions for the commencement of postal activities;
  • Rules on the publishing plan of special issue stamps and stationery, and motifs of regular issue stamps and stationery;
  • RAPUS Acts and Ordinances.
